“When the LORD your God has cut off the nations whose land the LORD your God is giving you, and you have dispossessed them and dwell in their cities and houses,
2
then you shall set apart three cities in the midst of the land that the LORD your God is giving you to possess.
3
You shall prepare the roads, and divide into three parts the territory of the land that the LORD your God is giving you as an inheritance, so that every manslayer may flee there.
4
This is the provision for the manslayer who flees there and lives: if he kills his neighbor unintentionally, and had not hated him before,

as when a man goes into the forest with his neighbor to cut wood, and his hand swings the axe to fell the tree, and the axe head slips from the handle and strikes his neighbor so that he dies, he may flee to one of those cities and live.

This is so that the avenger of blood, while his heart is hot, may not pursue the manslayer, overtake him because the way is long, and strike him down, though he did not deserve death, since he had not hated him before.

Therefore I command you, saying, Three cities you shall set apart.
8
And if the LORD your God enlarges your territory, as he swore to your fathers, and gives you all the land that he promised to give to your fathers,
9
— if you are careful to keep all this commandment that I command you today, by loving the LORD your God and always walking in his ways — then you shall add three cities more to these three,
10
so that innocent blood may not be shed in the land that the LORD your God is giving you as an inheritance, and bloodguilt may not be upon you.
11
But if a man hates his neighbor, lies in wait for him, rises against him, strikes him down so that he dies, and then flees to one of those cities,
12
then the elders of his city shall send and bring him from there and hand him over to the avenger of blood, so that he may die.
13
You shall not pity him. So you shall purge the guilt of innocent blood from Israel, that it may go well with you.”
14
“You shall not move your neighbor’s boundary marker, which the men of old have set, in the inheritance that you will possess in the land that the LORD your God is giving you to inherit.”
15
“A single witness shall not rise up against a person concerning any iniquity or any sin that he may commit; only on the testimony of two or three witnesses shall a matter be established.
16
If a malicious witness rises up against a man to accuse him of wrongdoing,
17
then both men who have the dispute shall stand before the LORD, before the priests and the judges who are in office in those days.
18
The judges shall investigate thoroughly, and if the witness proves to be a false witness and has brought a false accusation against his brother,
19
then you shall do to him as he had intended to do to his brother. So you shall put away the evil from among you.
20
And the rest shall hear and fear, and they shall no longer do such evil among you.
21
You shall not show pity to him: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.”

- The LORD commanded that three cities of refuge be set apart in the land that would be given.
- These cities were for one who killed unintentionally (for example: an accident while cutting down a tree).
- Such a person could stay there so that he would not be killed by the avenger of blood.
- However, a deliberate murderer (with evil intent) must not be protected in this city. He must be handed over to be put to death.

- The people must not move their neighbor’s boundary stone, which had been set from the beginning.
