1
Then Samuel said to all Israel, “I have listened to all that you said to me, and I have set a king over you.
2
Now therefore, the king is the one who leads you; but I am old and gray-headed, and are not my sons among you? I have led you from my youth until this day.
3
Here I stand. Bear witness against me before the LORD and before his anointed: Whose ox have I taken? Whose donkey have I taken? Whom have I oppressed? Whom have I treated with violence? From whose hand have I received a bribe, that I should hide my eyes? I will restore it to you.”

They answered, “You have not oppressed us, and you have not treated us with violence, and you have received nothing from anyone’s hand.”

Then he said to them, “The LORD is witness against you, and his anointed is witness this day, that you have found nothing in my hand.” And they said, “He is witness.”

Then Samuel said to the people, “The LORD is witness, who appointed Moses and Aaron and who brought your fathers out of the land of Egypt.
7
Now therefore, stand still, that I may judge you before the LORD concerning all the righteous acts of the LORD that he did for you and for your fathers.
8
When Jacob came into Egypt, and your fathers cried out to the LORD, the LORD sent Moses and Aaron, who brought your fathers out of Egypt and settled them in this place.
9
But they forgot the LORD their God, and he gave them into the hand of Sisera, commander of the army at Hazor, and into the hand of the Philistines and the king of Moab, who fought against them.
10
And they cried out to the LORD, saying, We have sinned, because we have forsaken the LORD and served the Baals and the Ashtoreths; now therefore deliver us from the hand of our enemies, and we will serve you.
11
After that the LORD sent Jerubbaal, Barak, Jephthah, and Samuel, and delivered you from the hand of your enemies on every side, so that you lived in safety.
12
But when you saw that Nahash, the king of the Ammonites, came against you, you said to me, No, a king shall rule over us, though the LORD your God was your king.
13
Now therefore, behold the king whom you have chosen, whom you asked for. See, the LORD has set a king over you,
14
only fear the LORD, serve Him, listen to His word, and do not rebel against the command of the LORD; then both you and the king who reigns over you will follow the LORD your God!
15
But if you do not listen to the word of the LORD and you rebel against the command of the LORD, then the hand of the LORD will be against you and against your king.
16
Now stand still and see this great thing that the LORD will do before your eyes.
17
Is it not now the wheat harvest? I will call on the LORD, that He may send thunder and rain. See and realize that the evil you have done in the sight of the LORD in asking for a king for yourselves is great.”
18
Then Samuel called on the LORD, and the LORD sent thunder and rain that day, so that all the people greatly feared the LORD and Samuel.
19
And all the people said to Samuel, “Pray for your servants to the LORD your God, so that we may not die; for by asking for a king for ourselves, we have added to our sins this evil.”
20
Then Samuel said to the people, “Do not be afraid; indeed, you have done all this evil, but do not turn away from following the LORD, but serve the LORD with all your heart.
21
Do not turn aside to follow worthless gods that cannot profit or help, for they are all emptiness.
22
For the LORD will not forsake His people, because of His great name. Has not the LORD been pleased to make you His people?
23
As for me, far be it from me to sin against the LORD by ceasing to pray for you; I will teach you the good and right way.
24
Only fear the LORD and faithfully serve Him with all your heart, for consider how great the things are that He has done among you.
25
But if you continue to do evil, you will be swept away, both you and your king.”
📌 1. Samuel Accounts for His Life (verses 1–5)
➡️ Samuel declared that he had led honestly and justly since his youth
➡️ He asked the people to bear witness that he had never cheated anyone
➡️ The people testified: “You have not dealt deceitfully with us!”

📌 2. The Lord Is Always Faithful Even Though Israel Often Rebels (verses 6–12)
➡️ Samuel reminded them of the history of God’s care: from Egypt, the Judges, to Saul
➡️ Yet each time the Lord delivered them, Israel still turned away from Him
➡️ When Nahash the Ammonite attacked, they asked for a human king, not God
🎯 Replacing God with human strength is a form of spiritual rejection.
📌 3. The Lord Will Still Lead Through a King — If They Remain Faithful (verses 13–15)
➡️ Samuel affirmed: “Here is your king… yet the Lord is still your God.”
➡️ If the people and the king fear the Lord and obey, all will be well
➡️ But if they rebel, the hand of the Lord will be against them
🎯 Leaders may change, but submission to God must remain.
📌 4. The Lord Sends Thunder and Rain as a Divine Rebuke (verses 16–19)
➡️ To prove his point, Samuel prayed, and the Lord sent rain during the wheat harvest (an unusual time)
➡️ The people were greatly afraid and begged Samuel to pray that they would not die

📌 5. Samuel Calls for Repentance and Hope (verses 20–25)
➡️ Samuel said: “Do not be afraid, even though you have done evil — remain faithful to the Lord.”
➡️ The Lord will not forsake His people, for His own name is the guarantee
➡️ Samuel promised that he would continue praying for and teaching the people
