In the days of Ahasuerus—this was the Ahasuerus who reigned over one hundred and twenty-seven provinces, from India to Ethiopia—,

in those days, when King Ahasuerus sat on the throne of his kingdom in the fortress of Susa,

in the third year of his reign, the king held a feast for all his officials and servants; the army of Persia and Media, the nobles and the provincial governors were present before him.

He displayed the riches of the glory of his kingdom and the splendor of his majestic greatness for many days, even for one hundred and eighty days.

When those days were completed, the king held another feast lasting seven days for all the people who were in the fortress of Susa, from the greatest to the least, in the courtyard of the garden of the royal palace.

There were hangings of fine linen, white cotton, and dark purple cloth, fastened with cords of fine linen and purple to silver rings on white marble pillars; and couches of gold and silver were placed on a pavement of porphyry, white marble, mother-of-pearl, and black marble.

Drinks were served in gold goblets of various kinds, and the wine was royal wine in abundance, as befits a king.

And the drinking was according to this rule: no compulsion; for so the king had commanded all the palace officials, that they should do according to each man’s desire.

Queen Vashti also held a feast for the women in the royal palace of King Ahasuerus.

On the seventh day, when the king’s heart was merry with wine, he commanded Mehuman, Biztha, Harbona, Bigtha, Abagtha, Zethar, and Carcas, the seven eunuchs who served in the presence of King Ahasuerus,

to bring Queen Vashti before the king, wearing the royal crown, to show her beauty to the people and the officials, for the queen was very beautiful.

But Queen Vashti refused to come at the king’s command delivered by the eunuchs, and the king became very angry, and his wrath burned within him.

Then the king asked the wise men, those who understood the times—for this was the king’s custom in dealing with matters, to consult those who knew law and judgment;

and those closest to him were Carshena, Shethar, Admatha, Tarshish, Meres, Marsena, and Memucan, the seven princes of Persia and Media, who had access to the king’s presence and held the highest rank in the kingdom—, the king asked:

“What is to be done to Queen Vashti according to the law, because she has not done the command of King Ahasuerus brought by the eunuchs?”

Then Memucan answered before the king and the princes, “Vashti the queen has done wrong not only against the king, but also against all the princes and all the peoples who are in all the provinces of King Ahasuerus.

For the queen’s conduct will spread to all the women, so that they will despise their husbands, when it is reported: King Ahasuerus commanded that Vashti the queen be brought before him, but she would not come.

This very day the wives of the princes of Persia and Media who hear of the queen’s conduct will speak of it to their husbands, and there will be no end of contempt and anger.
19
If it please the king, let a royal decree go out from him and be written among the laws of Persia and Media, so that it may not be revoked: that Vashti shall not come before King Ahasuerus, and that the king shall give her royal position to another who is better than she.
20
When the king’s decision is heard throughout all his kingdom — how great his kingdom is! — then all women will give honor to their husbands, from the greatest to the least.”

This advice pleased the king and the princes, and the king acted according to Memucan’s advice.

Letters were sent by the king to all the provinces of the kingdom, to every province in its own script and to every people in its own language, saying: “Every man should be master in his own house and speak according to the language of his people.”
