An oracle concerning Babylon, which was revealed to Isaiah son of Amoz.

Raise a banner on the bare mountain,
call out to them with a loud voice;
wave the hand so that they may enter
the gates of the nobles!
3
I myself have commanded those whom I have set apart,
I have called my mighty ones
to carry out the judgment of my wrath,
my proud and exultant ones.
4
There is a sound of uproar on the mountains,
like the sound of a great multitude!
The sound of a tumult among kingdoms,
of nations gathered together!
The LORD of hosts is mustering
the army for battle.

They come from a distant land,
yes, from the end of the heavens,
the LORD and the instruments of his anger,
to destroy the whole earth.
6
Wail, for the day of the LORD is near;
it comes as destruction from the Almighty.
7
Therefore all hands will grow weak,
and every human heart will melt;
8
they will be terrified.
Pangs and pains will seize them;
they will writhe in pain like a woman giving birth.
They will look at one another in astonishment;
their faces will be like those of people aflame.
9
Indeed, the day of the LORD comes with fierceness,
with wrath and burning anger,
to make the earth a desolation
and to destroy the sinners from it.
10
For the stars and their constellations in the heavens
will not give their light;
the sun will be dark at its rising,
and the moon will not shine its light.
11
I will punish the world for its evil,
and the wicked for their guilt;
I will put an end to the pride of the arrogant,
and bring low the haughtiness of the mighty.
12
I will make people scarcer than fine gold,
and mankind scarcer than gold of Ophir.
13
Therefore I will make the heavens tremble,
and the earth will be shaken from its place,
at the wrath of the LORD of hosts,
and on the day of his burning anger.
14
Like a hunted gazelle
and like sheep without a shepherd,
so they will turn, each to his own people,
and flee, each to his own land.
15
Everyone who is found will be pierced,
and everyone who is caught will fall by the sword.
16
Their infants will be dashed to pieces
before their eyes,
their houses will be plundered,
and their wives will be violated.
17
See, I am stirring up the Medes against them,
those who do not care for silver
and do not delight in gold.
18
Their arrows will pierce the young men;
they will have no pity on the fruit of the womb,
and they will not spare children.
19
And Babylon, the beauty of kingdoms,
the glory of the pride of the Chaldeans,
will be like Sodom and Gomorrah
when God overthrew them:
20
it will never again be inhabited,
and no one will dwell there from generation to generation;
the Arab will not pitch his tent there,
and shepherds will not let their flocks lie down there;
21
but wild animals of the desert will lie there,
and their houses will be full of owls;
ostriches will dwell there,
and goat-demons will leap about;
22
wild dogs will howl in its strongholds,
and wolves in its pleasant palaces.
Its time is coming soon,
and its days will not be prolonged.

“Raise a banner on the mountaintop… I myself have commanded My consecrated ones to carry out My wrath.”
- The Lord raises a war banner to gather an army, even from foreign nations
- They are called “My holy ones” — not because they are morally holy, but because they are used as instruments for a holy purpose: judgment on Babylon
- This action shows that the Lord is sovereign over history and the nations
