Deuteronomy 23 – Those Excluded from the Assembly, Camp Purity, and Various Laws

1
“No one whose testicles are crushed or whose male organ is cut off shall enter the assembly of the LORD.

2
A child born of unlawful union shall not enter the assembly of the LORD; even to the tenth generation none of his descendants shall enter the assembly of the LORD.

3
No Ammonite or Moabite shall enter the assembly of the LORD; even to the tenth generation none of their descendants shall enter the assembly of the LORD forever,

4
because they did not meet you with bread and water on your journey when you came out of Egypt, and because they hired Balaam son of Beor from Pethor in Aram-Mesopotamia against you, to curse you.

5
But the LORD your God would not listen to Balaam, and the LORD your God turned the curse into a blessing for you, because the LORD your God loved you.

6
As long as you live, you shall not seek their peace or their prosperity forever.

7
You shall not abhor an Edomite, for he is your brother. You shall not abhor an Egyptian, because you were a stranger in his land.

8
The children born to them in the third generation may enter the assembly of the LORD.”

9
“When you go out with your army against your enemies, then you shall keep yourself from every evil thing.

10
If there is among you a man who is not clean because of what happens to him at night, then he shall go outside the camp; he shall not come inside the camp.

11
But when evening comes he shall wash himself with water, and when the sun has set, he may come back into the camp.

12
You shall have a place outside the camp where you may go to relieve yourself.

13
Among your tools you shall have a small shovel, and when you sit down to relieve yourself, you shall dig a hole with it and cover your excrement.

14
For the LORD your God walks in the midst of your camp, to deliver you and to give up your enemies before you; therefore your camp shall be holy, so that he may not see anything indecent among you and turn away from you.”

15
“You shall not hand over to his master a slave who has escaped from his master to you.

16
He may live with you, among you, in the place he chooses in one of your towns, wherever it seems good to him; you shall not oppress him.”

17
“There shall be no cult prostitute among the daughters of Israel, and there shall be no cult prostitute among the sons of Israel.

18
You shall not bring the wages of a prostitute or the price of a male prostitute into the house of the LORD your God in payment of any vow, for both of these are an abomination to the LORD your God.”

19
“You shall not charge interest to your brother, whether money or food or anything that may be lent on interest.

20
To a foreigner you may charge interest, but to your brother you shall not charge interest, so that the LORD your God may bless you in all your undertakings in the land that you are entering to possess.

21
“When you make a vow to the LORD your God, you shall not delay in fulfilling it, for the LORD your God will surely require it of you, and it will be sin in you.

22
But if you do not make a vow, it will not be sin in you.

23
What has gone out of your lips you shall keep and do faithfully, for you have freely vowed to the LORD your God what you have spoken with your own mouth.”

24
“When you go through your neighbor’s vineyard, you may eat grapes until you are satisfied, but you shall not put any in your container.

25
When you go through your neighbor’s standing grain, you may pluck the heads with your hand, but you shall not put a sickle to your neighbor’s grain.”

🚫🏕️💰 Summary of Deuteronomy 23 – The Holiness of the Assembly, Social Ethics, and Integrity in Vows

Deuteronomy 23 contains regulations governing who may join the assembly of the LORD, as well as laws concerning moral purity, cleanliness of the camp, and personal integrity. God desires that His people be not only ritually holy, but also socially and personally holy.

📌 1. Who Is Forbidden to Enter the Assembly of the LORD (verses 1–8)

Those forbidden to enter the assembly (that is, to join in the worship of God’s people):

  • A man who has been emasculated.
  • A child of an unlawful union (to the tenth generation).
  • An Ammonite and a Moabite (to the tenth generation), because:
    • They did not help Israel when it came out of Egypt.

    • They hired Balaam to curse Israel.

However:

  • An Edomite (Israel’s brother) and an Egyptian (a former place of dwelling) may enter in the third generation.

🎯 God emphasizes that true worship must be joined with purity of history and intent, not merely outward ritual.

📌 2. The Holiness of the Camp (verses 9–14)

  • If there are soldiers in the camp, they must:
    • Keep themselves from night impurity.

    • Go outside the camp when relieving themselves, and bury it.

  • The Lord is present in the midst of the camp — therefore the place must be holy.

🎯 Spiritual purity and bodily cleanliness go hand in hand before the Lord.

📌 3. Protection for a Runaway Servant (verses 15–16)

  • If a slave runs away from his master, do not return him.
  • Let him live wherever he chooses — do not oppress him.

🎯 The Lord stands for justice and mercy — even toward the oppressed.

📌 4. Prohibition of Sacred Prostitution and Offering the Wages of Sin (verses 17–18)

  • It is forbidden to become:
    • A female prostitute (temple prostitution).

    • A male prostitute (male entertainer).

  • Money gained by sin must not be brought as an offering to the house of God.

🎯 The Lord rejects every form of worship defiled by sin or hypocrisy.

📌 5. Interest on Money and Vows to the Lord (verses 19–23)

  • Do not charge interest (usury) on money, food, or anything else to a fellow Israelite.
  • It may be charged to a foreigner.
  • When making a vow to the Lord, it must be kept.
  • It is better not to make a vow than to make one and not keep it.

🎯 Integrity in finances and promises is very important for believers.

📌 6. Picking Fruit Belonging to Others (verses 24–25)

  • It is allowed to pick grapes or heads of grain in another person’s field to eat, but not to take home.

🎯 The Lord teaches generosity and honesty — do not be greedy, and do not be deceitful.

📖 Main Teachings

  1. Holiness is not only a matter of worship, but of identity and the history of the heart.
  2. The Lord is present in the life of His people — therefore life and surroundings must be kept with reverence.
  3. The Lord defends the oppressed and stands against oppressive systems.
  4. True worship cannot come from deliberate sin (including dirty money).
  5. Promises made to the Lord must be kept — integrity is a form of honoring God.
  6. Life in community must be accompanied by the ethics of generosity and honesty.

Spiritual Meaning (New Testament)

  • In Hebrews 13:4, we are taught that marriage and the body must be kept in holiness — just as prostitution is forbidden in Deuteronomy.
  • Matthew 5:37 emphasizes the importance of keeping one’s word:

“If yes, say yes; if no, say no.”

  • And regarding giving to others, Luke 6:34–35 teaches to give without expecting repayment or interest.

🎯 The same Lord in the Old Testament still requires holiness, integrity, and love in our lives today.

“The Lord your God walks in the midst of your camp… therefore your camp must be holy.” – Deuteronomy 23:14
“It is better that you not make a vow than that you make a vow and do not keep it.” – Deuteronomy 23:22
